This web page exposes major "Page Count" problems on Church's 2023 filing and "Verification Concerns" related to Church's 2024 and 2025 SEI 700 Form filings.
A review of the Page Count issues and Verification Blocks reveals great concern about the integrity of the documents themselves as well as the integrity of 1) the Clerk of the Board of Monterey County 2) the Clerk of Monterey County and 3) the Clerk for the FPPC.
Those give rise to concerns about extreme negligence , perjury , fraud, and/or conspiracy by/between Glenn Church, Marina Camacho (Monterey County Clerk) and Valerie Ralph (Clerk of the Board).
Separately there are concerns with the Attorneys and any Clerks at the Fair Political Practices Commission (FPPC) who seem to feel "redacting" verification block information on public documents is a proper practice. In addition the practice of allowing people to run for office, get elected and get inaugurated prior to being required to file their first SEI 700 form violates all tenants of contract formation law.

Why is the personal information redacted? This is a public document and it is supposed to be actionable?
Why wasn't this sent to FPPC when it was accepted by Monterey County? This means Monterey County is the one who required the Amendment or they called the state and had the state push it without the original filing.
Was a late filing penalty applied?
Are there emails or dialogue that transpired between County Clerk and FPPC?

On 3/7/2024 Church field an SEI 700 form with the county, but that form is not showing in state (FPPC) records
On 3/22/2024 Church field a different SEI 700 form with the state, and that form is not showing in County records. The form filed with the state included full addresses for business entities that were vague in the form filed with the county. In addition the Boards exposed/disclosed on Pages 2 and 3 are dramatically differnt than those presented to the county.
