The Government Official responsible for ensuring documents are complete and properly verfied is called a "Clerk" aka "The Keeper of Public Trust" per Monterey County's own website
While some may think of the term "clerk" as referring to a "secretary" or someone with a "menial task", in the game of Government and Commerce, the Clerk should be thought of more like the Quality Control Referee. The Clerk is the person who weighs in Fighters before a fight to assure they meet weight or they may be the Referee who weighs footballs and checks pressure to make sure no funny business is going on. A County Clerk is such an important job it's an Elected Postion wth reporting only to the public like a DA, Sherrif, Auditor and Treasurer (as seen in organization chart below)
