On 2/2/2023 Church filed his assuming office SEI 700 form. It was woefully incomplete with wrong page count and missing schedule C. It should never have been accepted by clerk
On 3/16/2023 Church filed an ammendment. It was missing page count and should not have been accepted by clerk.

20230202 - detailed analysis
Entirety - Glenn Church filed a patently incomplete SEI Form 700 with the State (via the FPPC) and Monterey County.
Page 1 - Page count - Church declared it had 10 pages when only 9 were filed. An omitted page may have been a full list of committees and chair positions.
Page 1 - Schedules - Church stated it would include schedule C's when no schedule C's were included.
Page 2- Other Committees - Commissioner and Director of Entities that should have been disclosed prior to election to understand influence and interests
Page 4 - Church XMas Tree Farm - The form identified Church Christmas Tree Farm but failed to identify the specific business engaged in (wholesale, retail, cut your own, nursery, etc) and any large customers, which seems relevant given the total sales of 100k+ noted. (ie is he selling to Home Depot, for example)
Page 4 - McKenzie and Church - The form clearly identified a two person partnership (McKenzie and Church ) but Church labeled it as a Sole Proprietorship with Church as owner and failed to identify the business engaged in.
Page 5 - Vista Verde Publishing - Church identified this as Sole Proprietorship when it seems very clear it was and/is partnership given the only book published was joint authorship with McKenzie. Active business but website is offline?
Page 5 - Kathryn McKenzie - Church declared his wife a business that he was sole proprietor and owner of. (a writing slave?). Indicated he made 10-100k on this writing slave with over 10% of that income coming from Monterey Herald.
Pages 6-9 - Real Property - The form contained odd references to investment properities without rents and some with rents failed to name rentor.
Omissions - From later filiings we know the form totally omitted Antique Business revenue, two major Real Estate partnerships worth $1M or more each, with one of those controlling a portion fo the building where the Pajaronian paper is. We also suspect another r possible commercial revenue streams related to Pacific Coast Soils businesses exists that is not disclosed..
20230202a(20230316) - detailed analysis
Entirety - Glenn Church filed an amended SEI Form 700 with the State (via the FPPC) and Monterey County that was overtly defective several ways. .
Page 1 - Page count - The amended form failed to identify the number of pages. We have no idea if pages were excluded. Case in point, with the prior filing, page 2 included the names of 3 committees roles he was disclosing. That page and those facts were gone from this filing and the subsequent filing done in 2024 shows that page should have exposed 10 or more Board or Director roles he had at time of this filing and the prior that gave rise to this amended filing.
Prior Page 2 - Omitted - the prior page 2 with director and leadership roles was totally absent. Without page count impossible to know if they intended to include or not.
Page 3 - Church XMas Tree Farm - Church filled in "Christmas Trees" for the Description of business -- which is non-responsive for intended purposes of understanding how it might influence him (wholsale / retail partnerships, nurseary sales to Big Corporations, other etc) . Any large customers, which seems relevant given the total sales of 100k+ noted still unknown.
Page 4 - McKenzie and Church Antiques - The label of "Antiques" still not complete. Is this as investment or trading? Church still labeled it as a Sole Proprietorship with Church as owner . Church states "Cannery Row Antique Mall" as source of income -- when that is the location of transactions not source of income. Form states no eral property owned related to partnership when in fact 5 condos are owned by the partnership for that interest.
Page 5 - Vista Verde Publishing - Still listed as Sole Proprietorship when it seems very clear it was and/is partnership given the only book published was joint authorship with McKenzie. (repeat - Active business but website is offline?)

Pages 6-9 - Real Property - Still shows some rental properties with no rents and/or lack of renter. The Addresses for the five Wave Street properties were changed to APN's to make it harder to identify properties. For those, renters were still vague and there was a major change in fair market value or income for one of the entries -- and without addresses and work to look up after that -- not apparent they were tied to the Antique Business and condos in an Antique Mall. .
Pages 11-12 - Income - they did not read or understand teh forms well. The Schedule B was for Assets and income and these were for income generating businesses. They continued to omit key customers.
Omissions - From later filiings we know the form totally omitted two major Real Estate partnerships worth $1M or more each, with one of those controlling a portion fo the building where the Pajaronian paper is. We also suspect another r possible commercial revenue streams related to Pacific Coast Soils businesses exists that is not disclosed..

20240307 (only filed with the county) -
Entirety - Glenn Church filed a patently different SEI Form 700 with Montery County than he did with the State (via the FPPC). This form filed with county exposes two real estate partnership valued at 1M+ that were NOT disclosed the year prior with no addresses or APNs given -- no address give for any other entities (was provided in paper docs prior and in docs to state this year but not in these) . Paper docs prior not avail via internet.
Page 1 - Office Agency - Referred to himself as "Board Member" instead of Supervisor. (just odd)
Page 1- Jurisdiction - He checked state and county when it's only county (and he only checked county when he filed the same form for the state).
Type of Statement - stated he started 1/17/2023 in one place and 1/3/2023 in another. Stated there was a leaving office from 1/1/2023 through 1/9/2024 that is not discernable (all for confusion and inversion -- compare to state form that is clean)
Page 1 - Page count - 20 vs 17 he declared in the state filing
Page 1 - Schedules - Church stated it would include schedule C's when no schedule C's were included.

Page 2/3- Other Committees - about 12 committees noted. most are county centric. compare to his state form where most of these are not listed and only multi-county are listed.
Page 4 -EVgo and Freedom Assoc - compared to 2023 he's added EvGo and Freedom Associates. He notes EVgo bought in 12/2023 but Freedom Associates a real estate portfolio seems it was simply omitted year prior and it's being reported in A-1 instead of B (seemingly for confusion and obfusaction). He states details will be clarified in Schedule C but they are not. His partner in Freedom Associates turns out to be a Real Estate Broker)

Page 6 - McMac - Church declares a 1M+ real estate portfolio he did not declare year prior (separate from Freedom Associates). This appears to be a partnership with someone by last name of McKenzie (presumably relation via his wife). No APN or addresses listed.
Pages 7-9 - McMac - Instead of making a shcedule of property he fills out boxes without APNs or addresses making them impossible to identify.
Page 10 - Church Christmas Tree Farms - address blank (but provides it to the state) FMV of 100k+ seems illogical if not including land

2025 pretty much mirrors 2024 with minor differences but it does include the addition of property to the state filing not on county. These may be done with time. Until then use the summary document for that analysis.

2026 pretty much mirrors 2024 and 2025 issues with minor differences but it does include the addition of ANOTHER property to the state filing not on county. There is no detailed break down of this in the google doc. This was added after the gDoc analysis was done.
