SEI 700 forms for California County Supervisors are supposed to be filed with the County and the State. The "exact same form / data" is supposed to go to two places.  

If I told you to imagine a County Supervisor who thought he could put a dramatically less informative copy on with the county than the state or vica versa,  seemingly thinking  that nobody in his county would be able to get the state filing, how far might he go to mislead, misstate, confuse?   

But what if county residents did get the state filing and what if neither county or state remotely aligned with his verbal statemetns of involvement?

This is what a disclosure looks like with 36 Commitees disclosed. This is about what would have been expected from Church given his own admission he was assigned to 27 Commitees initially.    view lopez full filing

On 1/3/2023 Church was inagurated. 
On 2/2/2023 Church filed his assuming office SEI 700 form. It was woeflly incomplete in an obvious manner that should have prvented acceptance by the Clerk.  Wrong page count, missing schedule C, etc. Church listed Three Boards/commitees he was involved with in addition to Board of Supervisors.
On 3/16/2023 Church files an ammended form with the County and it includes no boards.
On 4/12/2023 Church tells League of Women Voters of Monterey County he was put on 27 Committees not including sub-committees or his role as alternate
On  5/9/2023 Church files an amended  SEI 700 form with Monterey One Water.  20230303(20230509)

On 3/7/2024 Church  e-filed his SEI 700 data with the county. He listed 12 Boards on his county e-filed document. 

1. The start dates for the boards generally show 1/3/2023, 1/17/2023 and 1/18/2023. Thus all of those should have been on his assuming office filings made on 2/23/2023 and 3/16/2023 filings.  Church was able to engage with county and mulit-county Committees for a year before anyone knew what committees he was on. 

2. He shows the Pajaro River Watershed Flood Management Agency as starting on 1/3/2023.   This contradicts his statement to the state which indicates he wa on that as of 12/2/2022 before his inaguration 
   
   

On 3/22/2024 Church e-filed his SEI 700 data with the state. He listed 1 Board on his state e-filed document. 

1. The start date on the Pajero Regional Flood Management Agency is noted as 12/2/2022 which was a month before he was inaugurated.  Church was engaged in political work before he was inagurated and that was uknown. 

On 3/2/2025 at 9:20 am Church  e-filed his SEI 700 data with the county.  He listed 12 Boards on his county e-filed document. 

1. The start dates for the boards generally show 1/1/2024  and the list is generally the same as the year prior. 

On 3/2/2025 at 8:37 am  Church  e-filed his SEI 700 data with the state.  He listed  6 Boards on his state e-filed document with three of those being multi-county boards not listed on his county filing. 

1. The start date on the three not listed on the county form  ( "Golden State Finance Authority", "Rural County Representatives of California" and "Golden State Connect Authority" ) show 1/1/2024 and thus they should have been on his 3/7/2024 and 3/22/2024 filings.   Church was able to engage with mulit-county Committees for a year before anyone at the county would have known he was on but only IF they knew to check his state filings and expect to find something different...

The two documents above are supposed to be the same document. Just from the presentation you can see something is very wrong without knowing any details.  

On 3/2/2025 at 8:37am Church efiles form with the state. Then 45 minute later,  at 9:22am, he filed totally different data with the county. 

To the state, Church shared information about "mulit-county" Boards and programs he's engaged in and almost nothing about those are disclosed to those at the county level.   He conceals his county level work from the state. 

To the county, Church presents a list boards he's supposedly involved in within the county, while omitting reference to the information about his cross county work presented to the state.  

The multi county work is extremely dangerous to county citizens as the County Board of Supervisors can be voting on giving up rights to multi county agencies and entities, and knowing if/how your supervisor may be tied to those is critical for considering ulterior motives.  In fact Church seems to have pushed one or several multi-county programs on Monterey County citizens in illogical ways already. 

This is open faith bad dealing with no plausible excuse if/when found.  Who does that?  Why do they do it?  Did they have a backup plan or excuse we need to hear about now?

On 2/16/2026 Church  e-filed his SEI 700 data with the county.  He listed 12 Boards on his county e-filed document. 

1. The start dates for the boards generally show 1/1/2025  and the list is generally the same as the year prior. 

On 2/17/2026  Church  e-filed his SEI 700 data with the state. He listed  7 Boards on his state e-filed document with three of those being multi-county boards not listed on his county filing. 

1. The start date on the three not listed on the county form  ( "Golden State Finance Authority", "Rural County Representatives of California" and "Golden State Connect Authority" ) show 1/1/2025 and are a continuation from 2024.  Church was able to engage with mulit-county Committees for TWO YEARS before anyone at the county knew what committees he was on.
